Culebra Island was first inhabited by the Taíno Indians in the 15th century. In 1903, the US Navy established a naval reservation on the island. The Navy used the island for target practice until 1975, when protests from the local population led to the Navy's withdrawal.

Today, Culebra is a popular tourist destination known for its beautiful beaches, snorkeling, and diving. Culebra is home to some of the most beautiful white-sand beaches in the Caribbean, including Flamenco Beach, which is considered one of the best beaches in the world. The waters around Culebra are home to a variety of coral reefs and marine life, making it a great place for snorkeling and diving.
